It's a statement of legislative intent requesting that CARE create a community crisis responder public data dashboard and request reporting on the Seattle Restoration Program sponsored by Councilmember Rivera.
Next is SEN 4A1, that would increase Seattle Center by two FTE Gardener positions for Waterfront Park, sponsored by Council Member Strauss.
I mean, whoa, kettle.
HSD 32A1 would increase the Human Services Department by $319,000, general fund in 25. and $330,000 of general fund in 26, and two FTE for mobile integrated health team expansion sponsored by Council Member Strauss.
HSD 38SA1 would request that the Human Service Department report on a landscape analysis and an implementation plan for addressing gun violence in Seattle schools sponsored by Council President Nelson.
ITD2SA1 would request that the executive collaborate with the City Council to establish an advisory work group to explore alternative financing and operating models for the Seattle Channel to ensure its long-term sustainability, sponsored by Councilmember Strauss.
MO3SA1 would request a report from the Mayor's Office on a comprehensive recreational vehicle strategy, sponsored by Councilmember Saka.
OED 7A1 would proviso $200,000 of Jumpstart Fund in the Office of Economic Development for Neighborhood Business Districts sponsored by Councilmember Saka.
OED 8SA1 would request that the Office of Economic Development provide a mid-year status update on the programs offered under the Generating Wealth in Communities of Color Pillar sponsored by Council President Nelson.

Next one is SPR, so the Parks Department, 13A1, increasing SPR by a total of $1.5 million of MPD, park regulations, park recreation fund and general fund over 25 and 26 for the turf conversion of a softball field at lower Woodland Park and then decreasing SPR by 1.5 million over 25 and 26, removing resources for land acquisition and ongoing restoration positions and temporary restoration of positions.
THEN ALSO SPR 14 SA1 A SLIDE REQUESTING AN SPR REPORT ON THE TIMELINE FOR REDEVELOPING THE LAKE CITY COMMUNITY CENTER.
NEXT, SPU 2A1 INCREASING SPU BY $50,000 IN GF IN 2025 ONE TIME FOR DEEP CLEANING AT LIVED IN RECREATIONAL VEHICLE SITES.
AND FINALLY, SPU 8A1 PROVISING $238,000 FOR general fund in SPU for sanitation services in Little Saigon.

I just wanted to say that the CARE amendment 101 SA1 is really a friendly amendment as you know I had conversations with the mayor's office and they were supportive of this because they too think there's a lot of value in getting this data dashboard which I believe I talked to yesterday you know it gives information about the calls the 911 calls and non-emergency calls that come in and then just there's the Seattle restoration director and and the body of work that person's gonna oversee for transparency and just so that we all are all on the same page about what that work will be.
So wanted to say that mayor's office was supportive of this as well.

The CBA includes examples of such neighborhoods that may be supported with these funds, although OED is also likely to initiate a competitive process for distribution of these funds.
And I believe there will be a discussion about the neighborhoods listed.

I just want to thank my colleague for amending his amendment.
To include Wedgwood, I think a lot of us have heard, and certainly I have, in great detail about the troubles that the small businesses and including the BIPOC businesses that are on 35th Avenue have had as of late with the break-ins and I mean, really, since I started here in January, this has been an ongoing.
There is no BIA up in Wedgwood, and there are many businesses along that corridor.
And like I said, many of whom are BIPOC.
And I believe one of them, if I'm not mistaken, closed recently because of all the activity.
the criminal activity, all the break-ins and such.
So really appreciate my colleague for acknowledging and working with me to, and really just I requested that he consider adding Wedgwood because this is a neighborhood that has such needs in my district.
And I really appreciate his willingness to amend his amendment to include that.
And another example of colleagues working together because we all know that the needs are across the city.
So really appreciate his leadership on that and his willingness to add our district to his amendment.

So as opposed to being specific to Little Saigon, it would be for the entire Chinatown International District.
So those are the only changes is to expand the proviso language.

As mentioned yesterday, the wording that I'm hoping to change is for all of CID, which also includes Little Saigon.
The current contract for sanitation services is held by the Chinatown International District Business Improvement Association, CIDBIA, always has been, and our intent is that the contract is kept within the CIDBIA to continue their sanitation services.
We've been working closely with the mayor's office to ensure that our intentions are clear and that community needs are being heard and reflected.

you know, highlighted by their mid ambassadors.
This is such an important thing for the revitalization of all our business districts, but particularly our downtown.
So I just wanted to take advantage of this opportunity to give a shout out for the BIEs in general, but in particular, the Downtown Seattle Association, DSA, and particularly their mid program, which is a fantastic contributor to what we're doing here in our city.

I will be very quick and there is a technical fix I just wanted to make sure everyone was clear on too.
This amendment makes two policy changes to the one that was part of the balancing package.
It includes a new sentence that says shelters that are funded through this council budget amendment.
must include wraparound services, case management, and housing navigation.
And it also further defines high-impact areas as areas that have substantial encampments as substantiated by unified care team data.
And then the technical fix is just that under this section here that described what the funding would include, it said $650,000.
of one time funding for a half year of operating costs that should have read 1.3 million.
The transactions have not changed.
The transactions were always entered correctly.
The narrative just had that information misstated.
So that's a technical fix.

Council has identified that Communities Rise would be appropriate for this funding.
HSD 21A2, which is the amendment in front of Council, in front of you all, would put the references to immigrants and refugees further down in the list of the types of constituents that the community organizations would support with this technical assistance.
as well as include a proviso to ensure that the funding goes towards supporting communities of color, low-income communities, immigrants, refugees, and other marginalized people who live or work in Seattle.

I will note that this particular organization, because I asked more information, I spoke to the director at HSD as well.
The reason they had originally been removed, or not removed, but the reduction in funding had to do with the fact that HSD had to proffer some cuts.
And so they focused on their needs-based contracts, basic needs.
And this is a technical assistance program.
if you will, and so if they really try to maintain all the basic needs.
But the organization does great work, as I'm being told by Director Kim, and they serve all of these communities that are listed here, which is why I think this is a better, a list of folks and is more descriptive and it's not just immigrants and refugees, but they do serve some immigrants and refugees.

This CBA would provide position authority, not funding, but just position authority to restore a captain position at SFD The proposed budget would civilianize a role related to disability assessments and work with firefighters who have, understandably, given the nature of the work, it's not infrequent for them to become disabled as a result of work-related injuries, and then there's a process to bring them back to work, and that's what this...
position is involved in.
Currently, there is a uniform position doing it.
The budget proposes to civilianize that.
What this would do is to add back the uniform position, leave in place the proposed civilian position.
Again, not adding any additional funding.
Sense is that there's still some work to be done on the executive side to sort out really the best way to approach this body of work and whether or not there might actually be justification for both positions.
So this would essentially leave the status quo in place.
That is to say, the uniform position, it would allow the addition of the civilian position and for this issue to be resolved over the coming months.
But again, no new funding, just restoring the position of authority for the uniform position.

Colleagues, if we look, and I don't have the page number off the top of my head, in the proposed budget that was presented to us, the last line of this item says pending ongoing labor negotiations.
As we proceeded through budget, you may remember me making comments here at the dais about essentially workplace injuries Our first responders are exposed to situations that can create workplace injuries at a different rate than others.
And it is incredibly important that they get the health care that they need to be able to be healthier and return to work, whether it's on light duty or regular duty, as quickly as possible.
During these comments earlier in the budget cycle, I said, I don't have a...
It is not...
I'm not going to put my finger on the scale as to whether it's a civilian, somebody in SDHR, or somebody who is within the fire department, just that it needs to be completed.
What we're understanding throughout the budget process is that these These conversations would be wrapped up by this point where we are today, and they are not.
And that is what has changed and made this position authority necessary to continue the conversation without closing the door on anything.
